The area was once an industrial center, but the construction of Interstate 84, which cut North Hartford off from downtown economic activity, triggered a sharp socioeconomic decline. The First Church of Christ Centre Congregational, founded in 1632 in New Towne, moved to Hartford in the mid-19th century. Hartford became the only capital of Connecticut in 1701, after being the second capital after New Haven, Connecticut, from 1873 until this time. It was the capital from 1703 to 1812 and shared this role with New York City, New Jersey and the other capital of Connecticut, Hartford, until 1721.

The first settlement was founded in 1635 when John Steele, 60, an English pioneer, came to New Towne, now Cambridge, Massachusetts. Dutch merchants from New Amsterdam built a fortress, and the place was named after him and his wife Anne of Aragon, a native New Yorker, in 1637.

In 1639, the document that later served as the model for the US Constitution was passed in Hartford. Hartford was home to the Hartford Convention of 1814, which was proclaimed by the New England Federalists to protest President James Madison's veto of the 1787 Declaration of Independence.
